Well, the term "cheat codes" is rather harsh. I dont think that if you simply use them, you can call that cheating.
Games are played for entertainment, and since they are nothing serious, such as a school project or something, changing the weather of the game or your character's costume is not to be referred to as "cheating."
I will work hard to end the Death Penalty for players who use these codes.
